                                                                                                                        ACTIONMr Gil Hunt opened the meeting at 7.30pm and welcomed everybody;The following Agenda items were discussed. 1.        To consider apologies for absence            Mrs mary Granville-White due to a prior business                Commitment – accepted by the Council                      2.        To receive declaration of interest in items on the Agenda.Mr Mick Hepwood declared an interest in item 6 as he overlooks the Common although it was decided that this was not a prejudicial interest.                 Mr Tony Musker and Mrs Jenny Musker stated that theydid not have an interest although they overlooked the common and refused to state an interest. The Clerk advised both Mr and Mrs Musker to statethat they had an interest in item 6 along with District Councillor Sue Arnold who enforced the advice. 3.        To officially sign the Minutes of the Ordinary Parish Council Meeting held on – ·        8th  January 2007 Mr T Musker proposed a change which had already been made item 14 should read “1869” not “1969”. Proposed by Mr Mick Hepwood that the Minutes were a True and accurate record of the Meeting - seconded by Ms Elaine Gibbs -  All were in favour. 4.        To report on Matters Arising (for information only)4.1   Recruitment of Councillors – elections 3rd May                        9 vacancies – Clerk stated that she had the election                                forms and outlined the maximum amount of money that                                could be spent on literature – however the                                 Council was of the opinion that this information                                was incorrect although it came from NCAPTC –                                Clerk to check.                                                                                                           EP            4.2   Website – update Elaine Gibbs                        Elaine informed that Minutes are now published                                onto the website and would like further                                Information to be forwarded to her.  Parishioners                                are referring to it.            4.3   Confirmation of 2006 audit                The Clerk confirmed that this had been completed by the Audit Commission.4.4   Update on bench construction at bus stop            Clerk had met up with Mr J Bumphrey and he                was due to commence work soon on this.4.5   Update on TUK mast for 3g mobile system in roughton – letter sent no reply as yet4.6   Confirmation of letter sent regarding pond          rear of Melton Cottage to Mr Ron Coleman            Clerk informed Council that no reply received.4.7         Registration of Pond rear of Melton Cottage – Form SIM sent and Application to be made once SIM completedClerk informed that the SIM had been returned                Stating that the Pond rear of Melton Cottage                had not been registered and that the next                stage for registration would be undertaken.                Mr T Musker is to provide Clerk with deposition            for this to back up the Registration.                                                           TM4.8   Review of roundabouts – speed of traffic          opening ceremony – review by Chairman            Gil Hunt and the Clerk attended the official opening                ceremony and this project has been hailed a big                 success by the highways department.  General consensus                Is that it has improved flow of traffic however we                wait for the summer season to see its effectiveness.4.9   Back Lane Speeding             The Council was keeping a keen eye on this road                and NCC were to put a traffic count/speed box                at the vicinity after the summer break in order to                get a like for like check of traffic flow/speed.            4.10 Update Footpath Application on Heath Lane.  Representation must be made by the Parish Council          - Clerk seeking 12-20 year old historic map cost          approximately £40-£50.00                        The Clerk explained that she had contacted NCC and they                                had referred her back to Trident Maps.  Trident Maps were                                working on this but we need to check  that the map we                                wanted was the correct one.  This is work in progress.               EP 5.        Review of document to go out to all households to increase awareness of parish council and authority to distribute as it stands – copies attached. (400 to be copied and distributed with Ambassador)            The Clerk had prepared a leaflet to go out to all stakeholders                With the Ambassador it was proposed by Elaine Gibbs and seconded                By Burt Rose that this be actioned – all were in favour.                  (box given to mary Granville-white to go to anne northgraves to arrange delivery).                                                                                                                              mgw  6.        Discuss and agree in principle the adoption of play equipment (circulated previously) to the Council from Roughton Jubilee Committee.  This will aid funding applications.  Discussion of Mr Musker’s report                After lengthy discussion regarding the common and the fact that                the Jubilee Committee were not there to defend their plans it                was proposed by Elaine Gibbs that the Parish Council call anExtra-ordinary meeting/open meeting in order to resolve this matter and enable the Jubilee Committee the opportunity to put their proposals and ideas to the Parish and to allow the Jubilee Committee the opportunity to answer any comments from the public/Councillors.  This proposal was seconded by Burt Rose.                 Mr Tony Musker put forward a counter proposal which was that                the Council write the Jubilee Committee stating to them                areas which need to be looked at in further detail and draw up                a fuller proposal – this was seconded by Jenny Musker.the vote took place - there were 2 in favour of this proposal and 4 against – the proposal was therefore denied.                 The original proposal put forward by Elaine Gibbs was then                voted (see 1st proposal) and there were 5 in favour and 1                councillor against this.                 The original proposal was therefore carried as a majority –                the clerk is to arrange a suitable time for this to meeting to take place                                                                                                       .                               ep             It was proposed to open the meeting at this point            by Elaine gibbs and seconded by Mick Hepwood – All were in favour.             Mr Tony Musker felt that there were other sites                that had not been considered and the application                on the common had been thrown out previously as not a suitable location.  The other sites for consideration was the St Mary’s Close/recreational site.                 Comments from the public included that the                 Jubilee Committee should put a notice in the                 EDP and Ambassador regarding the “open meeting”                 Seek professional opinion / advice on this matter. It is the Council’s remit to provide facilities to benefit all the people of the Village.                                                                                               It was proposed to close the meeting at this point            by Elaine Gibbs and seconded by Burt Rose –       All were in favour. 7.        Review of pavement from hard standing by new bus shelter across to refuge islands.            This matter had been actioned by Highways in the                roundabout construction. 8.        Lighting at Roughton Rd – Sue Arnold/Elaine Gibbs            Elaine Gibbs and Sue Arnold discussed their feedback                from residents with regard to the difficulty of this                area having lack of lighting and footpaths with the                 Council.  There was also concern with regards to the                Impact of the Zoo on these residents with traffic flow                Increase.                 It was proposed by Elaine Gibbs and seconded by Burt                Rose – all were in favour that the Clerk write to                 Highways to find out what action can be taken to                Provide a footpath to these residents.  (approximately                From Roughton road to the last Bungalow).                                                       EP 9.        Discuss and agree to provide notice board to service stakeholders in Roughton Road, near to the bus stop.            (cost approximately £400-£500 tbc).            Elaine Gibbs proposed that the Clerk write to                Highways and ask for permission to erect a                notice board at that end of the village – this                was seconded by Burt Rose – all were in favour.                                             EP                 Clerk also to investigate cost of new noticeboard.                                      EP 10.     Important Correspondence – read out and resolve actions to be agreed -  13.     To Receive Reports from Councillors and Items for the May Agenda – Gill Hunt went around the table:                 JM –     The footpath on the Common to the church needs attention                                It is difficult to pass and several trees need to be removed.                                Path is a quagmire/muddy mess and has deteriorated.                                PC needs to investigate .                                 Clerk to find out who owns land and how to resolve. EP                 JM -       Footpath to Church has barbed wire alongside it which needs removing.                                                                                           EP                 JM -       Japanese Knotweed – big clump on common outside                                John Chinnerys – Mr High was keeping this under                                 control on common.  (seek NNDC advice)                                                EP                                MH -      The drain opposite pond Farm needs clearing out                                as when raining it overflows heavily.                                                         EP                 MH -      Suggested the Clerk write to Easton College                                in connection with asking them to take a look at                                the common as an educational project.  Ie set them                                a task and ask them for a feasibility plan.                                                EP                 MH -      There is funding via Lottery and other organisations                                which should be chased in order to get projects                                moving.                                                               14.     Resolution to adjourn the meeting for public participation and District and County Councillor Reports                Proposed by Elaine Gibbs seconded by Burt Rose                 And all were in favour to open the meeting to the public.·         There was discussion between the public and the council regarding the proposed play area.·         Pavements were suggested up to the recreation                               EP                                ground.                Sue Arnold ·         informed the Council that NNDC                                 had set the Council Tax increase at 2.5% however                                more would be tagged on for police, County counciland precept.  NNDC are obliged to look for efficiency savings.·         Speeding in Chapel Road was a problem and SA had asked The police to undertake speed checks in this area.  The Police had reported back that they would conduct further checks in this vicinity.             Proposed by Elaine Gibbs seconded by Burt Rose                 And all were in favour to close the meeting to  the public. 15.     To Confirm the Date of the Roughton Parish Annual Meeting at 7.00pm followed by Roughton Parish Annual Council Meeting on – Monday May 14th 2007.   There being no further business the meeting closed to the public at 9.05pm  At 9.10 the meeting was re-opened without the public to discuss an urgent matter concerning a complaint from a parishioner against Mr T Musker. Mary Granville White joined the meeting at 9.15pm Each Councillor was given a copy of the letter sent to the Clerk and in order to facilitate a complaints procedure the Council needed 3 members of the Council to form a Complaints Committee to investigate the complaint and reply to Mr Chris Sutton. Three Councillors were nominated Mr Mick Hepwood, Ms Mary Granville-White and Elaine Gibbs.  A date was to be set in order to investigate this matter and allow Mr T Musker the opportunity to respond to the Committee. Clerk to liaise with all in order to facilitate this meeting in approximately 2-3 weeks time.                                                                                                                                              EP Mr T Musker asked that the insurance policy be invoked for this matter.        EP   The meeting closed at 9.35pm  GIL HUNT:             __________________________        date: 14th May 2007                        CHAIRPERSON                  ROUGHTON ANNUAL PARISH MEETINGMINUTESMONDAY 14TH MAY  2007 @ 7.00pmHeld at Roughton Parish Village Hallfollowed by ROUGHTON PARISH COUNCIL Annual Meeting    1.      To confirm the Minutes of the Roughton Annual Parish Meeting for 2006. The Clerk read out the Minutes of the Meeting held on 8th May 2006.                Gil Hunt signed these as a true and accurate  account of the Meeting.                 All Councillors were in favour 2.      Chairman’s Review/Report for the year 2006-2007                     Gil Hunt - the Chairman reviewed the previous year and outlined that it was the end of this Council’s Term of Office and a new Council was commencing with a full complement of seven new members who did not stand on the previous Council.  We must move forward and did not intend to broach on the problems of the old Council.                 Progress through the year – at long last the new bus shelter was built outside the fish and chip shop together with the bench.  This has been needed for many years and will be of great assistance to those travelling towards Norwich.                 The Council was instrumental in arranging traffic meetings regarding the problems on the B1436 through Felbrigg to Thorpe Market.  The Council had 3 meetings attended by Councillors and Parishioners from other local Councils together with representatives from Highways Department, NNDC and Sue Arnold our district Councillor.  This was followed through by the construction of 2 mini roundabouts and this has eased congestion considerably and is an asset to the village.  Further work has also been undertaken to improve the surface of the B1436 going towards Thorpe Market.                 The Council has continued to maintain the bottle banks outside the New Inn which has raised in excess of £400 for the Village.  Additional bottle banks were placed at Groveland as it was found that the original bottle banks were getting filled up very quickly during the summer months.                 The Caretaker has done an excellent job in maintaining the cleanliness of the 2 bus shelters and keeping the central Area of the Village tidy including the Common.  The cutting of the Common has also been maintained on a regular basis.                 Planning applications within the Parish are also considered by all Councillors.                 The Council have also provided donations to the following organisations:                 Village Care                                  £100                Roughton Church                    £250                Citizens Advice                             £50                Roughton Village Hall          £500                 For the future we have a new Council and there are still many problems to be considered.                 Firstly, there are only 2 swings for the 140 children of Roughton  and our support will hopefully be forthcoming for any future project in this respect.                 Secondly, the Village Hall is now 75 years old and will need to be replaced and although the Hall has its own management committee it is hoped that the Council will be behind any attempt to assist in fund raising for this venture.                 Thirdly Roughton Mill which is used by the Scouts, cubs, guides and brownies over a large geographical area has been rented on a peppercorn rent and following the death of the owner the beneficiaries wish to sell the property.  The scouts have been offered the freehold and are attempting to raise a not inconsiderable sum to purchase this.  I hope that we will be able to help in some form.  As we all know children that have been in the uniform movements very rarely cause problems later in life.                 I am also sure that many other problems and challenges will come to light over the tenure of this Council and now that we have a new and enthusiastic Council hopefully these will be dealt with in an appropriate manner without the nit picking negativity prevalent in the past. Lets all look forward with enthusiasm. 3.      To receive Annual Reports from Local Organisations – letters of request/invitations had been sent out

Roughton School The School continues to function as a major part of the village and the School would like to thank parishioners for help over the last year at the School Fete.  The bonfire party was very successful and raised £900 – fundraising is always going on in schools.  There is always a “wish” list for refurbishment and new bits of equipment.  The School numbers are variable and funding is based on numbers and this is a continuing balancing act and the School sees funding as challenging in the future. Village Hall The Village Hall had financially just about managed to break even but unfortunately a large electricity bill has recently been received which has resulted the Hall incurring a loss for the year.  All expenses are kept to the very minimum with Village Hall Trustees and members undertaking work themselves whenever possible, but utility costs are rising faster than income from lettings. Bookings have remained reasonably buoyant although like all halls lack of use during the daytime is a problem.  The monthly Bingo organised by members of the committee continues to be very popular and raises funds for the upkeep of the building. Work is about to commence on renovations to the kitchen and toilet area with a new water heater being installed, replacing the large tank.  We are also purchasing a new cooker and microwave (thanks to Roughton Parish Council) to replace the present faulty cooker and this work should all be completed by early June.  In the summer we are also hoping to re-stain the exterior of the building and undertake some long overdue repairs. The wooden Village Hall has been in existence for 75 years and the Committee are hoping to arrange an event for this celebration and hope the Parishioners of Roughton will give their support. In view of the age of this building we as a committee are actively looking at ways in which this village will be able to get a new village hall.  The cost of course will be very high but in view of the age of this building we feel it is something that is imperative that we address over the next few years. Should anyone be interested in becoming a member or Trustee of the Management Committee they would of course be very welcome.  Jubilee Committee – The clerk read out the reportThe committee had largely been inactive during the period 2002-2006 but the monies held over from the Jubilee party in 2002, husbanded by Treasurer Gil Hunt were yielding interest and awaiting a new project to support. This materialised in late April 2006 in the form of a request from one of the mothers at St Mary’s School approaching to ask if the Committee would be able to help purchase a defibrillator for the Village.  This came about because of a visit from the paramedics to the School to demonstrate elements of first aid and the benefits of a defibrillator.  (Many villages and Schools now have access to the machine which if needed can save lives and can be operated by just about anyone). The opening of Grove Farm for a party yielded the necessary funds and quickly prevailed on the original Committee members and the WI for assistance which was willingly given and hugely appreciated.  On a very hot June day over 100 people went to Grove Farm and raised £1118.11.  Assistance on the day was given by many local people who ran stalls and errands.  It was enjoyed by all who attended. Bank reserves              £528.36Current Account      £706.15 The machine was not installed until Christmas 2006 due to problems with supply – it is located at the Roughton Service Station. In October 2006 we were approached to re-examine the possibilities of improving the very limited play equipment on offer for local children – 2 swings on Roughton Common.  This matter is now before the Council for consideration. During the early part of 2007 it became clear that the Committee as originally drawn together had largely “faded away” leaving Gil Hunt (Treasurer) and Claire Wilson as active participants.  As Mr Hunt felt that there could be a conflict of interest regarding his position on the Jubilee Committee and as Chair of the Parish Council he asked to be relieved of his committee duties.  This has now been remedied by the recruitment of Ros Fereday as Treasurer and Rachel Cooper as Secretary.  Claire Wilson will remain as Chair for the time being but will happily step down if someone would like to come forward to head up this little “non affiliated” group.  We would also welcome two or three other “brains/ideas people” to work with us as and when required.           Table Tennis – Established for 2.5 years and have an age range of 8-85 there is a hardcore of 7-8 people weekly and they hope to be a continuing success in the village.                   Women’s Institute – no report was forthcoming                Card Group – no report forthcoming                Bowls Club - no report forthcoming                Footprints - no report forthcoming                Bingo - no report forthcoming                Roughton Land Trust - no report forthcoming 4.      Floor open to the Parishioners  The Chairman then opened the Meeting to the Parish.        There was only one issue raised and this was the Footpath registration over Heath House – the resident had researched the information on the Ordinance Survey Map and this was a sheep track – a track is not a footpath.  On the Village Board this is not marked on the board as a footpath, it is not on the deeds and the previous owner Mr Chainey has stated that there was never a “footpath” over the land.  His family were very distressed at the imminent Registration by the Council.  There were no other comments made by any other Parishioner and the meeting closed at 7.25pm to continue with the Annual Meeting of the Parish Council.                            ROUGHTON PARISH COUNCILANNUAL MEETINGElaine Pugh - 4.        To approve outstanding Minutes 5th March 2007

Proposed by Mick Hepwood and seconded by Gil Hunt – all Councillors who were present and who had received the previous Minutes were in favour. 5.        Review of Planning Procedures for New CouncilProposed by Gil Hunt that a Committee of 5 be set up in order to manage the Planning in a more controlled way, seconded by Mick Hepwood thatRoy McDonald, Richard Jordan as Vice Chair, Richard Seaward, Clare Wilson and Graham Last manage this Committee and report into the Clerk in order that the Clerk can feedback into the Planning System. All were in favour.   6.        Registration of Pond rear of Melton Cottage            Proposed by Clare Wilson and seconded by Richard Seaward                 that a cheque be signed for the above all were in favour. 7.        Review of registration of footpath over Heath HouseThe new Council were not fully aware of the facts of this situation and proposed by Clare Wilson and seconded by Mick Hepwood to defer this matter for 2 months for further investigation in orderto get a clearer picture.  All were in favour.                                                       EP The Clerk is to ascertain from NCC whether there has ever been a footpath over Heath House and obtain a definitive map. 8.        To review public footpaths (passing across and over the Parish boundaries)This is tied into item 7 on the Agenda and it was proposed by Roy McDonald and seconded by Hazel Rowlinson that the Council review and  check all the footpaths in the Parish and in the future appoint a footpath warden to monitor them.This is to be an Agenda item for July meeting.  All were in favour.                                                                                                            RM/EP 9.        Review and to plan the way forward for additional play facilities within Roughton Parish                Clare Wilson spoke as Chair of the Jubilee Committee and                declared her personal interest in this matter along with                Hazel Rowlinson.  Clare Wilson explained that there were                140 children in Roughton and two swings and would urge                the Council to give their support and backing in order                 that the Jubilee Committee can progress this matter further.                 Proposed by Gil Hunt and seconded by Richard Seaward to support the Jubilee Committee’s Applications to seek funding to progress the need for Additional play facilities within Roughton Parish.                All were in favour with 2 abstaining due to personal interests.            CW 10.     Review communication methods to Parishioners within the Parish (email/website/parish magazine)            After lengthy discussion it was requested that the                Clerk put the names and contact details of all                Councillors on the noticeboards.                                                                               EP                 It was proposed by Richard Jordan and seconded                By Jason Bumphrey that the Parish set-up a regular                Newsletter in order to communicate effectively                with the residents.  The Editor would be                 Clare Wilson with assistance from all.  Target                Date would be the 2nd week in June.  All Councillors                Were to review this prior to despatch with all                Councillors participating in the delivering of this.                The Clerk will print this out onto bright coloured                paper therefore reducing costs to the (updates and for information)Water Leak on Roughton Common  Reported to Anglian Water reference 3411078Japanese weed on Roughton CommonWritten to NCC and NNDC response need to find local contractor – clerk to contact Southrepps Commons Trust for advice.                                                                                                                                      EPBarbed wire on Footpath from Roughton Common towards the ChurchClerk had written inadvertently to the incorrect landowner as the land owner is Mr Alan Filby.  Mr Filby stated at the meetingthat there was not a problem with the wire fencing.  It wasdecided not to progress this matter at the present time.Back Lane, Roughton – speeding issueClerk to write a letter in order to ensure that theSpeed checks are and seconded by Jason bumphrey all were in favour and Item 21 on the Agenda was brought forwardand is item 17 on the Minutes. Items discussed were as follows: The flooding regarding Roughton Glebe had now been resolved by Groveland renting and managing the land correctly and this should now stop the flooding in this area.  The problem was due to the previous Farmer not maintaining the land and leaving the ground compacted. Mr A Filby - barbed wire on common along footpath to Church – this was to remain as it prevented everyone from using that area and it is                not dangerous on footpath side. Mr Chris Sutton spoke again about the proposed “registered” footpath and showed everyone his Ordnance Survey map which confirmed there was never any “footpath” over his land.                   Clerk to write to Mr Sutton and NCC in order to resolve this                Issue at the next meeting and the Council gave a timescale of                4 months to report on this matter.  (The Council only meets                bi-monthly).                 Registration of Pond rear of Melton Cottage – their was concern  that this Pond does not belong to the Parish and the use of the                Pond is for the residents up Heath Lane.  New evidence to                 support this is to be sent to the Parish Council.                                                EP Sue Arnold – When canvassing around issues of safety were the main topic – primarily speeding and she urged the Parish Council to put pressure on the Police to undertake speed checks in Chapel Road, Thorpe Market Road and Back Lane.  Turnpike Lane was         EPalso a problem as children tend to use the area as a “play area”.  Safety was also a problem outside “the old post office” and outside the School and NCC – Highways are to put more wooden posts around the vicinity.  Metal posts around this area could be incorporated if put in the “School Travel Plan” – June Bibbyhas been informed of
