Minutes of the Ordinary Meeting of the Council

Held on Monday 6th November 2006 at 7pm in Roughton Village Hall

Present:          Mr G Hunt, Ms Elaine Gibbs, Mrs J Musker

                        Ms Sue Arnold - District Councillor, Ms Mary-Granville-White (7.15pm)         

Apologies:      Mr Burt Rose - on holiday - accepted

                        Mr A Musker - due to work commitments - accepted

                        Mr M Hepwood - no apologies received                     

                        Ms Leonora Oakley - resigned

ACTION

Mr Gil Hunt opened the meeting at 7.00pm and welcomed everybody;

The following points were discussed.

 

1.        To consider apologies for absence

            Mr Burt Rose - on holiday - accepted

            Mr A Musker - due to work commitments - accepted

            Mr M Hepwood - no apologies received                     

 

2.        To receive declaration of interest in items on the Agenda.

            Mr Gil Hunt expressed that he had an interest in the Village Hall.

            Ms Mary Granville-White stated that she had an interest in the

            Village Hall when she arrived. 

 

3.        To officially sign the Minutes of the Ordinary Parish Council Meeting held on -

  • 4th September 2006

 

            Proposed by Elaine Gibbs - seconded by Jenny Musker - all in favour.

 

4.        Discussion by North Norfolk Police - PC Money -Travellers Protocol.

            Proposed by Elaine Gibbs to open the meeting to the public seconded by   

            Jenny Musker - all were in favour.

 

            After a lengthy discussion PC Money explained that although the Police had the "power" to Act upon "Section 193" - each incident had to go through a  diversity test".  It would also need to be risk assessed and need the "will" to remove travellers from the Common and consideration of their Human Rights. If   there is somewhere else for the travellers to go then this takes away this problem.  Funding would be a big issue as  it would take immense funding to action the removal of travellers from the Common.Each case would be judged on its own merit.  The Police would however keep a "keen" eye on them if they were to return.

 Sue Arnold stated that the "preferred" location at the present time was land adjacent to the District Council's Offices.

            Gil Hunt - thanked PC Money for his time.

 

            Proposed by Elaine Gibbs - seconded by Jenny Musker to close the meeting

            to the public - all were in favour.

 

5.        To discuss and resolve asking NCC Highways to put  double yellow lines in

          the Thorpe Market Road commencing from the corner of the Fish and Chip Shop.

           This has become a health and safety issue.

 

            Proposed by Jenny Musker and seconded by Elaine Gibbs to defer this matter

            until Mick Hepwood was able to be present - all were in favour.

 

            Clerk to look into what NCC Highways are going to do on the

            Thorpe Market Road with regard to signage to see if this would help.

 

6.        Correspondence - agree way forward to deal with this

            The correspondence box seemed to be working and no other suggestions

            were put forward however the second in line for the correspondence box would be     

            Elaine Gibbs in order that information could be scanned onto the website.

 

            Proposed by Elaine Gibbs - seconded by Jenny Musker - all were in favour

            to leave the correspondence box as it is.

 

7.        To report on Matters Arising (for information only)

 

7.1   Active recruitment of Councillors - Gil Hunt expressed Roughton's need for  additional Councillors.

            7.2         Resignation of Leonora Oakley - Gil Hunt confirmed this had been                          received.

            7.3         Update on swings.

                        Clerk stated that the swings had been repaired by Wicksteed and that

                        they were now the right height and that the hole had been filled in

                        and covered with chip bark and this would be a continuous process.

            7.4         Meeting dates for 2007 (Clerk)

                        These had been given previously to the Councillors

            7.5         Orchard Close - weeds - letter sent to Highways

                        No action had been taken - Clerk to write again.                      EP       

 

 

           

            7.6         Heath House - footpath - progress report

                        The Clerk explained that she had purchased the map

                        and coloured it in with the corresponding letters to

                        parishioners.  Mrs J Musker then stated that all this information

                        had been forwarded to NCC - Legal Department together with

                        12 supporting letters.

            7.7         Planning forms - these are not being processed quickly

                        enough - need to manage this process better.  A sae is to

                        be included in the pack to Councillors.                                      EP

                        It was felt that this situation had now resolved itself.

7.8         Wreath donation/purchase - agree person to attend

            The wreath was given to Gil Hunt to place at the Church.

7.9         Update of A140 mini-roundabouts and Traffic Meeting

            A brief update was given together with the confirmation

            that the Police were undertaking speed checks on Back Lane.

            It was also confirmed that NCC had undertaken their road count

            Analysis.  Clerk to write and find out details of this.                               EP

7.10      Update of response to Local Development Framework

            Confirmed that letter had been sent to NCC and that the Clerk

            had received confirmation of this.

7.11      Precept received £3750 - Oct 2nd Instalment

7.12      Pond Lease - rear of Melton Cottage - letter sent

            Clerk informed that she had sent this recorded delivery and that

            no response had been forthcoming.

7.13      Standing Orders - a copy given to all Councillors

            These were given in advance to Councillors and no comments

            were made and all were agreed that they were correct.

  • 7.14 Website - update Elaine Gibbs

            Elaine confirmed that this was Work in Progress and she was

            waiting on "content" to be supplied to her.  The Clerk had

            been given training but felt that she needed more!

 

8.        To discuss and resolve precept for April 2007 - 2008

            Budget information already circulated in advance.

            Form to be completed and signed by G Hunt.

 

            The precept was discussed and the Clerk had already supplied

            all Councillors with details of a "suggested" figure.

 

            It was proposed by Elaine Gibbs and seconded by Mary Granville-White

            to leave the precept for April 2007-2008 at £7.500.  All were in favour.            EP

                                                                                                           

9.        To review and consider purchase of bench for hard   standing at the bus shelter.

 

            Proposed by Elaine Gibbs seconded by Mary Granville-White to further

            investigate quotations for the next meeting in order to progress this

            matter further.  All were in favour.                                                                     EP

 

 

 

 

10.     To review and consider altering meeting

            times/days for 2007.

            Proposed by Elaine Gibbs to amend meeting times to 7.30pm

            on the same cycle of dates; seconded by Jenny Musker all were in favour.

 

11.     Important Correspondence - read out

            all other correspondence see file

           

12.     Brownsfield - resolve numbering and name.

            Proposed by Elaine Gibbs - seconded by Mary Granville-White to open the     meeting to the public - all were in favour.

 

            After discussion with the public it was proposed by Elaine Gibbs

            and seconded   by Mary Granville-White that the new "Brownsfield"

            extension be named St Mary's Close and the numbering follow that

            suggested of JS Hay - all were in favour.

 

            Clerk to contact all parties and inform all parties of this.

            Note: Needs to be registered at the District Council -                            EP

            Environmental Health.

 

            Proposed by Jenny Musker seconded by Elaine Gibbs to close the

            Meeting to the public - all were in favour.

15.     To Receive Reports from Councillors

            Elaine Gibbs - website - urgent need of information.

            Jenny Musker- Fluorescent sticks / bollards on common opposite

            Petrol Station need replacing.  Clerk to write to NNC re this.                               EP

            Mary Granville-White - co-ordinates befriending service and

            works heavily with voluntary service Groups if the public knows

            of anyone who needs assistance - please let her know.

 

16.     Resolution to adjourn the meeting for public participation and District and County Councillor Reports.

            Proposed by Elaine Gibbs and seconded by Mary Granville-White.

            All were in favour.

 

            The following matters were raised:

  • Trees need to be cut by the bus stop as when you are in the bus

                        stop you cannot see the buses at present.

  • LDF letter be placed on the Notice Board.
  • District Councillor - Sue Arnold - Motion passed regarding the Concern

                        by the District Council with regards to number of levels of beds in North

                        Norfolk.  Petitions are going round and Sue urged everyone to sign-up.

  • Zoo decision has been adjourned for more detail she has urged that the

                        entrances be re-looked at and raised concerns about the B1436.

 

            Proposed to close the meeting by Elaine Gibbs seconded by Mary Granville-     White - all were in favour.
